- To date, access to alternative carriers has been via dial-up [indirect
access]:
- for example: a company has its lines provided by BT and
wishes to save money on outgoing calls.
- The company signs up with a carrier ‘An LCR Carrier: ALC’.
- To access ALC the customer’s equipment [eg telephone system]
automatically prefixes appropriate calls with an access code [eg 1xxx].
This access code tells the BT exchange to send the call to the ALC
network.
The future
- Indirect access using dial-up will continue indefinitely. It is the
easiest form of accessing an alternative carrier and offers swift control
regarding provisioning, alteration and cessation for both the carrier and
the customer.
- CPS will not replace indirect access using dial-up.
- Where CPS will become a useful tool is in the domestic market.
What is CPS?
- Carrier Pre Selection [CPS] does the same as indirect access using dial-up
but at the PTO’s exchange as opposed to on the customer’s equipment.
- The customer signs up with a carrier and informs the PTO [eg BT] that he
is now a subscriber to the carrier’s network. The customer/carrier also
informs the PTO what type of calls are to be routed to the carrier [eg all
calls; eg international only].
- Once the service has been provisioned by the PTO and the carrier the
customer dials the numbers in the normal manner and the PTO’s exchange
will insert an access code into the digit stream. This access code [8xxxx]
sends the call, where appropriate, to the carrier’s network.
- As with normal indirect access, an override code will be available to
allow calls to be forced over the PTO’s network.
Dealing with CPS
- In theory CPS is a wonderful idea and, as regards the domestic market, it
will become a cost effective tool. However, it presents a bundle of new
problems and risks to the customer and the carrier.
